E 'is now active for several months the order 32/2010. For those who do not know - or do not remember - it is a provision ON RULES OF DETENTION AND MOVEMENT OF DOGS AND OTHER ANIMALS FOR HEALTH OF PUBLIC AREAS AND THE PROTECTION for the safety ' PUBLIC .
In particular the first two points require owners and dog handlers of the obtain and produce, upon request by the supervisory authorities, pallet or other suitable equipment for the collection of any of the detritus animals and arrange for its immediate removal to deposit the manure collected, introduced in appropriate envelopes or bags closed, or in waste bins installed for the purpose dogtoilette in some areas of the municipality.
Well, as you can see in the photos that we published it seems that many citizens of Calusco d'Adda not know (or pretend not to know) that ordinananza. We shot for deiverse streets of the town to carry out the photos and the situation is fairly uniform throughout the country.
As you can read in the order the 'abandonment of solid animal manure on public land,
sidewalks and flower beds, poses a risk to public health as already reported in the scientific literature, with particular reference the most vulnerable groups, such as children, the elderly and people with low vision and undermine the decorum areas intended for public use. It 'obvious that no interest to many, despite the installation in different parts of the country dogtoilette.
Now, it is not just a matter of ordinances and penalties related (this includes the 25 € to 150 €), but also and above all, education and civic sense. One word, the latter, which is too often forgotten or relegated to a corner from which is extracted only when it suits.
The only conclusion we can draw is that the order has failed in its function.
